The European Central Bank publishes euro reference rates on every business day, around 16:00 CET, based on a daily consultation between central banks. They are reference rates for information, not rates at which you can trade: your bank or card adds its own margin. On weekends and holidays the most recent published rate is used, and the page shows its date.
Dutch books and VAT returns are kept in euros. An invoice in another currency is converted at the rate of the invoice date, and the Belastingdienst accepts the ECB reference rate for that. If you are paid later at a different rate, the difference is an exchange gain or loss, a business result like any other.
For VAT the rule is stricter than many people expect: the VAT amount on an invoice to a Dutch customer must be shown in euros, even when the rest of the invoice is in another currency.
